Foreign affairs concerns US relations with the Barbary pirates, the embargo against France and the UK and the coming conflict with Great Britain. Also a proposed Constitutional Amendment: Titles of Nobility Amendment: Proposed to strip United States citizenship from any citizen who accepted a title of nobility from a foreign country. Pamphlet 8vo, publishers printed wrappers, 151pp. Uncut and unopened, spine worn, foxed and toned, a bit tattered along one edge, and some folding at the edges. Important early journal of the workings of 17th Congress of the United States. Includes the particulars of the “Missouri Compromise”, which admitted Missouri as a slave state (pages 114-116). Also recorded are several acts relating to Florida, including Andrew Jackson’s proclamation taking possession of the territory, and the act setting up a territorial government and dividing the territory into East and West Florida. There are a variety of last dramatic items included in this journal, such as, reimbursement for a home burned down while it was occupied by U.S. soldiers, funding for lighthouses, and bounties for bring in prisoners. Additionally, there is some information on the workings of early Indian treaties. A Very Good - copy. 8vo., 240, vii, [4], 244-561, [1 blank], 26 (Constitution and Amendments thereto), iv (Table of Contents), [48- Index] pp. Bound in period full calf, with gilt title on red morocco label on the spine. Moderate shelf wear, with a pull at the spine's crown, several pulls of leather on the boards, and a series of small holes along the rear joint, showing the board beneath. Scarce in the period binding. This is Ross's printing (other printers also published this at the time) of the Acts of all three Sessions of the Fifth Congress, including the notorious Alien & Sedition Acts and establishment of the Marine Corps, plus a treaty with the Cherokees. While binding is tight, leather boards are rubbed, scuffed and bent; the back board is loose, but secure; hinge is cracked. Text block is soiled. The first few pages, up to and presumably including the Primary title page are missing. The lower 1/4 of the first title page is missing. All other pages are present and easily readable, albeit with rubbing and chipping to edges and corners, soiling and foxing to pages and text block, appropriate for its age and apparent use. Minor soiling to titlepages, light foxing and toning. Rare Richmond imprint. Two Richmond printings of the collected acts passed by the first and second sessions of the Sixth United States Congress. The laws enacted by the second session of this Congress include the famous Judiciary Act of 1801, which led to President John Adams' "Midnight Appointments" of numerous judges just prior to the inauguration of Thomas Jefferson. The second session was also the first meeting of Congress to be held in Washington, D.C. OCLC notes that copies of the statutes of the first session are owned by just five institutions, while copies of the second session laws belong to only three.
